Policy and Incentives

  • The Meghalaya Health Policy, 2021

    • The policy sets out a broad framework for providing essential public health services and functions, including powers to respond to public health emergencies, principally through the state and local public health agencies at the village, block and district level in collaboration and formal collaborations between center and state.   • The Meghalaya Mental Health and Social Care Policy, 2022:

    • The Meghalaya Mental Health and Social Care Policy aims to promote overall mental health and well-being and facilitate appropriate access and care pathways for every member of society. It aims to reduce the extent of disability, morbidity, mortality, and social suffering. It seeks to do this by addressing the social determinants of mental ill-health and ensuring cultural security and collaborative engagement with communities in promoting equitable mental health and social care for all. Infrastructure

Existing Infrastructure:

The state has the following government healthcare infrastructure available:

  • 1 Government Medical College and Hospital
  • 110 Primary Health Centre
  • 30 Community Health Centre
  • 461 Sub Centre (including functional MCW)
  • 1 Leprosy Colony
  • 1 Leprosy Control Unit
  • 90-bedded cancer wing in the Shillong Civil Hospital
Upcoming Infrastructure:
  • 100-bedded integrated health complex at Baljek, West Garo Hills to be completed by 2024.
  • 50-bedded ‘Tura Maternity and Child Hospital’ to be expanded to 100 beds during 2023-24.
  • Cancer wing in Tura Civil Hospital to be set-up soon
  • A Medical College in Tura is under construction
  • Proposal for setting up a medical college in Shillong in PPP mode is under consideration
  • 78 new sub-centers to be set up by the end of 2023 at a cost of about ₹ 43 crore
  • 31 new urban health centers to be set up in 2024
  • Upgradation of 20 out of the existing 31 community health centers as first referral units during FY 2023-24.
  • 157 new nursing colleges to be co-located in existing medical colleges.

Welfare initiatives

  • Meghalaya Health Insurance Scheme (MHIS) coverage to be extended to all 8.4 lakh households of Meghalaya over the next two years.
  • Rs. 20 crores has been allocated for ‘Chief Minister’s Affordable Drug Centers’ Scheme, which will be implemented to make generic medicines available at cheaper rates.
  • In FY24, the Government has allocated Rs. 60 crore (US$ 7.75 million) for the 'Meghalaya Health Systems Strengthening Project’.
  • MOTHER Program to reduce the Measles, Mumps and Rubella (MMR) and Infant Mortality Rate (IMR), along with the ‘Chief Minister’s Safe Motherhood Scheme’.
  • ‘Early Childhood Development Mission’ launched to deal with the challenges of underweight children, stunting and wasting by allocating ₹ 50 crore in 2023-24 for providing ECD interventions in all Anganwadi centers.

Human Resource, Medical Education & Research

  • Research and innovation through centers of excellence for pharmaceutical sector are being planned.
  • Facilities are being made available in select ICMR labs for research by medical college faculty.
  • During 2022-23, 400 medical officers have been recruited. The government has set up a medical recruitment board to fill up vacancies in the health sector by the end of 2023.
  • Multi-disciplinary courses for medical devices to upskill manpower for futuristic medical technologies, high-end manufacturing and research.
  • Training groups of doctors and medical professionals to strengthen community health centers is being planned.

Healthcare Innovation

  • Government plans to develop a framework for measuring happiness in addition to evaluating performance based on indices like per capita income and sustainable development goals.
  • A mission-mode program, Drug Reduction Elimination and Action Mission (DREAM) will be launched to comprehensively tackle this important social challenge.
  • An annual outlay of ₹ 18.8 crore in FY24 to provide ₹ 30,000 each for all the 6,275 village health councils across the state.

Infrastructure

  • Setting up of a State-of-the-Art food testing lab at Upper Shillong with an investment of ₹ 27 crore.
  • The state government is also building a new tissue culture lab to ensure availability of high-quality planting material with an allocation of ₹ 10 crore.
  • Two Government Fruit Preservation Centres at Shillong with an installed capacity of 60 MT and Dainadubi with 30 MT capacity annually established to preserve and prevent surplus perishable fruits and vegetables from spoilage and wastage.
