GOVERNMENT SUPPORT

Policy

Meghalaya State Organic and Natural Farming Policy 2023 :

Focuses on promotion of organic and natural farming practices for development of certified organic production in a value chain mode. The target is to increase the total area under organic certification to 1 lakh hectares in the next five years through the launch of a State organic mission in the FY 2024-25.

Upcoming Meghalaya Industrial and Investment Promotion Policy, 2023:

Shall provide incentives and subsidies for industrial and investment promotion with special focus on thrust sectors including agriculture and food processing.

Meghalaya Startup Policy, 2018:

Provides for special incentives and support for development of start-up ecosystem in the state.

Meghalaya Procurement Preference Policy for Micro and Small Enterprises, 2020:

Supports MSEs by providing preferential procurement facilities in Government procurements.

Schemes

Missions in Agriculture and Allied :

The government implements the numerous mission-mode interventions to increase the production of niche agricultural and horticulture crops such as Lakadong mission, Ginger mission, Spice mission, Aroma mission, Mushroom mission, Apiculture mission, Aquaculture Mission, Milk Mission, Piggery Mission, Mission Jackfruit and recently launched Floriculture mission.

Budget allocation of ₹ 11.3 crores in 2023-24 for investment in fruit development with particular emphasis on improving the value chains of pineapple and orange.

Budget allocation of ₹ 5.6 crores in 2023-24 for vegetable development to benefit the 10,000 growers of potato, carrot, cabbage and other vegetables.

The FOCUS Program was launched two years ago to facilitate collectivization and empower the producers of the State. As part of the program, a group corpus of ₹ 5,000 per member is being provided as grant to all the producer households.

The FOCUS Plus Program provides a direct cash transfer of ₹ 5,000 to the individual bank accounts of one member for every rural and urban household in the State.

The PROGRESS - Prosperity of Grassroot Families Through Livestock Interventions - program seeks to provide high-yielding piglets, poultry birds and goats free of cost to the poorest households with a budgeted amount of ₹ 40 crores for 2023-24.

The Piggery Mission and the Milk Mission continues to be implemented through cooperative societies and are expected to benefit another 10,000 individual members in FY 2023-24.

Integrated farming involves paddy-cum-fish farming and livestock-cum-fish farming to be taken up in a cluster mode through an allocation of ₹ 44.7 crores for the fisheries sector in 2023-24.

Innovation & Research Ecosystem

Interest-Free Bank Loans for Food Processing Entrepreneurs:

Zero Interest Loan is provided in collaboration with Northeast Small Finance Bank(NESFB) to ease the access to credit. Aspiring entrepreneurs can apply for interest-free and collateral-free loans up to 10 lakhs.

State’s Mission Jackfruit:

Launched in July 2018, to ensure an important paradigm shift from food production to food processing with the project duration of five years (2018-2023) and project cost of ₹ 67,08,66,000/- (Rupees sixty-seven crore eight lakhs sixty-six thousand).

One techno incubation centre was established at Institute of Hotel Management, Mawdiangdiang and another sanctioned for establishment at the College of Community Science, CAU, Tura.
Thirteen nano processing units sanctioned for establishment while Ten nano processing units and two small and medium Enterprises are under the process of receiving the equipment/machineries under the mission.

Construction of the Centres of Excellence at Jongksha, East Khasi Hills, Dawagre and East Garo Hills will be started in 2023-24.

A dedicated jackfruit demonstration plot for adaptive trial in West Garo Hills for testing the exotic cum local varieties of jackfruit.

Marketing

Aim to create a network of 500 collectives including Cooperative Societies, Farmer Producer Organizations and Village Organizations to provide decentralized agri-marketing support.
Interest free working capital loans of up to ₹ 50 lakh are also provided to the collectives to directly buy the produce from the farmers. The upper limit for interest-free working capital provided to Cooperatives from ₹ 50 lakh to ₹ 1 crore.
PRIME Hubs, which are the higher level aggregation and processing centers, are operational at five locations. Another 20 are under construction with an investment of ₹ 88 crores.
Megha-LAMP program shall implement all these agri-marketing initiatives with a budgeted amount of ₹ 240 crores for 2023-24.
The government is putting efforts to GI tag unique products and to promote digital agriculture, including establishing traceability of the produce of the state.
Under the ‘PRIME Agricultural Response Vehicle’ program, pickup vehicles are provided at a 50% subsidy to identified agricultural groups and entrepreneurs. 113 registered farmers’ associations have already been shortlisted.

Skilling & Training

303 trainees have been trained at College of Community Science, CAU, Tura, Institute of Hotel Management, Mawdiangdiang, Govt. Fruit Preservation Centre, Shillong and ICAR-KVK (CARD), Kerala.
38 Master trainers have been trained for providing further training on value addition of jackfruits and entrepreneurship development at ICAR-KVK (CARD), Kerala.

Infrastructure

Setting up of a State-of-the-Art food testing lab at Upper Shillong with an investment of ₹ 27 crores.
The state government is also building a new tissue culture lab to ensure the availability of high-quality planting material with an allocation of ₹ 10 crores.
Two Government Fruit Preservation Centres at Shillong with an installed capacity of 60 MT and Dainadubi with 30 MT capacity annually established to preserve and prevent surplus perishable fruits and vegetables from spoilage and wastage.
